The Cabinet of Ministers has approved import registration orders covering the remaining 2,000 units from a prior intercity bus quota and a new quota of 3,000 intercity buses under five years old, intended to expand public passenger transport capacity, including services for Arbaeen Hosseini pilgrims and travelers.
The resolution (Cabinet Resolution No. 34814/T65580H) was adopted at the Cabinet session held on June 14, 2026, on the proposal of the Ministry of Roads and Urban Development and pursuant to Article 138 of the Constitution and Article 11 of the Automotive Industry Organization Law (2021, as amended). It confirms the import registration order for the remaining 2,000 units of intercity buses under five years old covered by the earlier Cabinet resolution No. 26567/T24297H dated May 6, 2024 (as amended), and separately authorizes an import registration order for a new quota of 3,000 intercity buses under five years old. The new 3,000-unit quota is conditioned on approval by the Ministry of Roads and Urban Development, compliance with environmental emission standards, confirmation of parts supply and an after-sales service network by the Ministry of Industry, Mine and Trade, conformity with the manufacturer’s standards at the time of production, and compliance with Article 11 of the Automotive Industry Organization Law and its executive bylaw (Resolution No. 168782/T66538H dated July 15, 2024).
The commercial profit rate on imports of buses brought in for public passenger transport is set at 5 percent. Import registration orders for buses covered by this resolution are exempt from the credit-ceiling limitation set out in Article 20 of the executive bylaw of the Export-Import Regulations Law (Resolution No. 165 dated April 26, 1994, as amended). The Ministry of Industry, Mine and Trade is required to process import registration orders for qualified applicants without applying the credit ceiling.
Importers of the buses covered by this resolution are also permitted to proceed with imports without complying with the Central Bank of the Islamic Republic of Iran’s currency-source regulations. The Trade Development Organization of Iran subsequently circulated the resolution to the Customs Administration and to provincial Industry, Mine and Trade offices for notification and implementation. Importers and logistics operators involved in bus procurement should coordinate registration through the Ministry of Industry, Mine and Trade and monitor further customs notices on implementation.
