Iran’s Ministry of Industry, Mine and Trade has confirmed that Jolfa Customs is recognized as an authorized customs point for declaring and clearing pesticides falling under Chapter 38 of the Book of Export and Import Regulations, resolving a gap in the Comprehensive Trade System that had prevented clearance of such goods through Jolfa.
The matter arose after Bagh Aram Aras Company sought to declare pesticides for clearance through Jolfa Customs, but the shipment could not proceed because the Comprehensive Trade System’s list of customs points did not identify Jolfa as authorized to clear this category of goods, so the Plant Protection Organization’s monitoring system could not confirm the clearance permit. Jolfa Customs raised the issue with Iran Customs’ Import Office, which in turn referred it to the Trade Development Organization of Iran for resolution and coordination between the Plant Protection Organization’s monitoring system and the Comprehensive Trade System.
The Ministry of Agricultural Jihad’s Regulations Office subsequently confirmed, based on the Plant Protection Organization’s position, that no restriction exists on clearing the relevant Chapter 38 pesticide tariff codes through Jolfa Customs under current conditions, since pesticides are not among the goods restricted to specialized customs points and can in principle be cleared through any customs point. Based on this confirmation, and on the accompanying documentation from the Ministry of Agricultural Jihad and the Plant Protection Organization, the Export and Import Regulations Office instructed that “Jolfa Customs” be activated in the Comprehensive Trade System as an authorized customs point for declaration and clearance of tariff codes falling under subheading 3808 of the import-export regulations.
Importers and exporters of pesticides classified under Chapter 38, and specifically under the 3808 subheading, may now declare and clear such goods through Jolfa Customs, subject to compliance with the applicable Plant Protection Organization monitoring and permit requirements.
