Iran’s Trade Promotion Organization has instructed Iran Customs to halt the export of all legume products classified under tariff heading 0713, effective until further notice.

The directive follows a letter from the Deputy for Trade Development at the Ministry of Agriculture Jihad, dated June 19, 2025, citing the necessity of halting legume exports under Article 72 of the Seventh Development Plan Law of the Country in light of critical conditions that have arisen in the market. The Trade Promotion Organization instructed that the measure be recorded and communicated to executive customs offices.

A related exchange in the underlying correspondence addressed an earlier question about the tariff classification of chickpeas (نخود), noting that as of the 1397 (2018/2019) tariff schedule, the relevant heading included two tariff codes for chickpeas, of which the ordinary chickpea line was subject to an export ban under Circular No. 1397/1152343, dated December 12, 2018. Since 1399 (2020/2021), a related sub-code has applied to ordinary chickpeas under the current heading, and the office was asked to confirm how the tariff codes should be read for export purposes going forward, given the interaction with the earlier 1397 rules, the note under Article 4 of the Export and Import Regulations Law, and the requirement to register measures in the applicable system before notification.

Exporters and customs brokers dealing in legumes under tariff heading 0713 should treat all lines within this heading as currently barred from export pending a further announcement from the Trade Promotion Organization lifting or clarifying the suspension.
