Iran’s Ministry of Industry, Mine and Trade has instructed the Islamic Republic of Iran Customs Administration to add a new set of tariff codes linked to the Mining and Mineral Industries Deputy to the percentage-based customs clearance list.

The notice, issued through the Ministry’s Export and Import Regulations Office, follows earlier correspondence in which the Deputy for Mines and Mineral Industries and the Deputy for Machinery and Equipment Industries had proposed adding a number of tariff codes relevant to their specialized areas to the percentage clearance list. The Ministry forwarded the finalized tariff codes to customs for implementation, subject to compliance with applicable rules and regulations, confirming that the listed items will remain eligible for percentage-based clearance until the validity period set by the competent approving authority expires.

Percentage-based clearance allows importers to clear a shipment through customs while a portion of the applicable duties and value is settled on a deferred or partial basis, subject to the terms set by the competent authority, rather than requiring full payment before release of the goods.

The list of 62 newly added tariff codes covers a wide range of mineral and mining-related goods, including:

  • Mineral raw materials and stone products: crystalline flakes, kaolin, siliceous fossil earth (diatomite, tripolite, kieselguhr), marble, travertine, unpolished china stone and crystal stone, marmarite, feldspar, chromite ore and chrome concentrate, and zirconium silicate powder with a mesh above 200
  • Abrasive belts for particleboard, MDF, and HDF production units, and sanding belts with a perimeter of four metres or less
  • Glass and fiberglass products, including sheet glass 2.5 mm thick or less, glass fiber yarn and staple fiber, chemically bonded glass mats, AGM battery absorbent glass fiber insulation, and non-woven bulk or flock glass fiber
  • Steel products, including wide steel coil (1,500 mm and above) with X60 and higher grades for oil, gas, and petrochemical pipeline production to API 5L standards, uncoated flat-rolled products, stainless steel pipes and drilling pipes, flanges, twisted wire ropes and cables, snow chains for construction machinery, welded-link chains and parts, stainless-steel valves, gaskets, and related fittings, and wide stainless steel belts for particleboard presses
  • Non-ferrous metals, including copper-nickel and copper-nickel-zinc based alloys, thin nickel foil (50 microns or less), unwrought nickel, aluminum discs, thin electrolytic copper foil (7 microns or less), and unwrought titanium powder

Importers of goods under these tariff codes should confirm eligibility and any procedural requirements with the Ministry’s Export and Import Regulations Office or the relevant customs office before relying on percentage clearance.
