Iran’s Motor Oil Market Regulation Committee has decided to temporarily ban the export of hydrocarbons containing lubcut and isohexacycle, two key inputs used in motor oil production, in order to secure maximum domestic output and ensure the country’s supply needs are met.

The decision was communicated by the Trade Promotion Organization’s Import and Export Regulations Office, relaying the committee’s meeting held on the 9th of Ordibehesht 1405 (April 29, 2026) and a subsequent directive from the Deputy Minister for Trade Affairs. It was issued in connection with Clause 15 of the Supreme National Security Council’s resolution on regulating the motor oil market.

According to the notice, the National Standards Organization has removed lubcut and isohexacycle from the previously standardized hydrocarbon product codes, and the newly standardized codes for these two products are likewise not to be used for classification purposes. Acting on this basis, the Import and Export Regulations Office has banned the export of hydrocarbons containing isohexacycle and lubcut, classified under tariff codes 27101990 and 27101290, until further notice.

The ban was set to run through the 9th of Khordad 1405 (May 30, 2026). The notice further states that if the underlying emergency conditions continue beyond that date, the continuation of the export restriction on these goods will be announced separately in due course. Businesses trading in hydrocarbon products under the affected tariff codes should monitor subsequent customs and ministry communications for any extension or lifting of the ban.
