Iran’s Trade Promotion Organization, through its Import and Export Regulations Office, has notified the Islamic Republic of Iran Customs Administration’s Import Office of arrangements implementing Clause 51 of the National Economic Resilience and Civil Defense Package under current emergency conditions.

The notification follows a confidential directive from the Supreme National Security Council instructing that import order registration without prior currency transfer be enabled for essential goods, including raw materials and production-line machinery, held under a warehouse receipt issued by December 19, 2026 (Dey 29, 1404), at customs offices, free zones, or special economic zones.

The arrangement is subject to the following conditions. The order registration mechanism is funded from a newly created currency-supply source, added under item 9 of Article 83 of the Regulation on Export and Import Affairs Implementing Bylaw, specifically to cover Clause 51 of the resilience package under emergency conditions. Registration under this mechanism applies only to the tariff codes announced in the notice’s attachment, and requires prior authorization from the relevant provincial Industry, Mine and Trade office; this provincial authorization may not be replaced by a specialized office authorization without a transfer. Provincial offices are responsible for confirming that a valid warehouse receipt exists for the goods in question, and this registration route is available only for warehouse receipts issued by December 19, 2026, with provincial offices also responsible for verifying this deadline. Registration files under this clause are referred to the provincial office matching the location of the production unit selected on the file, or, for other files, matching the province of the business card holder. Registrations made under this clause are exempt from the standard requirement to demonstrate optimized use of foreign currency and are also exempt from the standard foreign currency quota requirement. All other laws and regulations governing goods order registration that are not addressed in this notice remain in force.

Businesses seeking to register import orders for essential goods, raw materials, or production-line machinery under this arrangement should confirm that their goods carry a warehouse receipt issued by the stated deadline, that the applicable tariff code appears on the attached list, and should obtain the required authorization from their provincial Industry, Mine and Trade office before proceeding.
