Iran’s Ministry of Industry, Mine and Trade, through the Export and Import Regulations Office of the Trade Promotion Organization of Iran, has communicated to the Center for Innovation and Smart Systems and Security detailed procedures for order registration of new vehicles imported by foreign investors under Article 4 of the Automotive Industry Reorganization Law, and of used buses, minibuses, and vans imported under Article 11 of the same law, in line with Cabinet Resolution No. 66538/T61687H.
For new vehicles imported by a foreign investor under Article 4, order registration through this procedure is limited to active tariff codes 8702 and 8703, is possible only with a business card, and applies only where the vehicle’s dealership status is “new vehicle import by foreign investor under Article 4 of the Automotive Industry Reorganization Law.” Order registration is possible only for currency operations “without foreign exchange transfer” under licenses issued by the Organization for Investment, Economic and Technical Assistance of Iran. Registration is conditional on obtaining an after-sales service confirmation from the Ministry’s Logistics and Commercial Services Office, unless the relevant vehicle is already listed among the brands with after-sales service submitted by that office (per its letter No. 7189119 of February 18, 2026), in which case the confirmation is issued automatically within the system. This procedure applies only to new vehicles, and the required licenses for order registration are determined in the Comprehensive Trade System’s trade regulations system based on current tariff-code licenses, with a license from the Vehicle Industries Office, as the body responsible for reviewing import applications for technical compliance with the Cabinet regulation, being mandatory. Other applicable rules and regulations remain in force. Order registration under this procedure may be opened only until March 16, 2027.
For used intra-city and inter-city buses, vans, and minibuses imported under Article 11, order registration through this procedure is limited to active tariff code 8702, is possible only with a business card, and applies only where the vehicle’s dealership status is “used vehicle import under Article 11 of the Automotive Industry Reorganization Law.” In addition to the source of financing for permitted currencies under each tariff code in the trade regulations system, order registration is also possible for licenses issued by the Organization for Investment, Economic and Technical Assistance of Iran. Registration is likewise conditional on the after-sales service confirmation described above. Order registration is limited to used vehicles between 3 and 5 years old, meaning that in 2026 (1405) only vehicles with a manufacture year of 2021, 2022, or 2023 may be imported. As with new vehicles, the required licenses are determined in the trade regulations system, a license from the Vehicle Industries Office is mandatory, other rules and regulations remain in force, and order registration under this procedure may be opened only until March 16, 2027.
