The Islamic Republic of Iran Customs Administration has circulated a second list of tariff codes eligible for percentage-based clearance under the Ministry of Industry, Mine and Trade’s program, intended to support the steady flow of production inputs into the country.

The notice follows an earlier circular (No. 7363466, dated March 2, 2026) that had transmitted an initial list of percentage-clearance tariff codes, referred to as the “01/09” list, covering raw materials needed for domestic production amid current crisis conditions. That earlier measure called for special attention to unloading goods at ports and customs, and for the steady flow of essential production materials, on the instruction of senior officials at the Ministry of Industry, Mine and Trade.

This second list, forwarded with reference to a letter from the Ministry’s General Industries Deputy dated March 6, 2026, adds further tariff codes to the percentage-clearance list for customs offices nationwide to implement. The added items include glycerol and other alkaline solutions containing glycerin, caramel, instant coffee, certain aqueous chemical solutions, and coloring materials based on carotenoid compounds and their preparations.

Businesses importing goods under these tariff codes should coordinate with customs authorities regarding percentage-based clearance procedures applicable to this expanded list.
