Iran’s Ministry of Industry, Mine and Trade has reconfirmed the consolidated, master list of tariff codes it has authorized for percentage clearance, a customs procedure that allows import shipments to be released against partial payment or partial documentation pending completion of standard requirements.

The Bureau of Import and Export Regulations notified Iran Customs that, following its earlier letter of May 19, 2026 announcing the validity of the percentage clearance approval, the full list of tariff codes authorized by the Ministry of Industry, Mine and Trade as of the date of this letter is being reannounced for emphasis. The list attached to the notice consolidates authorizations issued by the Ministry’s various deputies and bureaus and supersedes earlier, more fragmented lists that had been circulated over time.

The consolidated list covers more than 2,200 tariff codes in total, organized under three ministerial deputies. The Deputy for Machinery and Equipment Industries accounts for 498 codes, spanning the Automotive, Motive Power and Transport Industries (13 codes), Medical and Laboratory Equipment (84 codes), Electrical and Electronic Equipment Industries (290 codes), and Manufacturing Machinery and Equipment (111 codes). The Deputy for Mining Affairs and Mining Industries contributes 238 codes through its Mining Industries Bureau. The Deputy for General Industries accounts for the largest share, with 1,495 codes distributed across the Chemical and Polymer Industries Bureau (859 codes), the Food, Pharmaceutical and Health Industries Bureau (335 codes), the Textile, Garment, Leather and Cellulose Industries Bureau (197 codes), the Household Appliances, Office Supplies and Stationery Bureau (89 codes), and the Center for Planning, Organization and Supervision of Tobacco Affairs (15 codes).

The notice also confirms that separate, prior correspondence addressing case-by-case percentage clearance approvals for registered orders placed by domestic automaker production units remains in force and unaffected by this consolidation. Businesses importing goods under any of the listed tariff codes should confirm current eligibility with Iran Customs or the relevant Ministry bureau, since percentage clearance approval is tied to the specific tariff code and issuing authority rather than a blanket exemption.
