Percentage Clearance Expanded for Raw Materials and Intermediate Parts

Iran’s Ministry of Industry, Mine and Trade, through the Trade Promotion Organization’s Export and Import Regulations Office, has notified Iran Customs that additional tariff codes covering Chapter 98 knocked-down and intermediate parts, along with related raw materials used in domestic production, have been added to the percentage clearance list.

The addition follows a request from the Ministry’s Deputy for Machinery Industries and Equipment, which in turn was based on numerous requests from vehicle, motorcycle, and bicycle manufacturers and parts producers seeking to have additional intermediate part tariff codes recognized under the percentage clearance mechanism. The companies named in the underlying correspondence include Bahman Diesel, Sazeh Pardazan, Asia Lent, SAPCO (Iran Khodro Parts Engineering and Supply), Shafaq Sanati Dana Group, Khwarazmi Sanat Gostar, Novin Ahangari Production Company, Baya Tous Production Company, Andisheh Imeni Khodro, Paya Cluch, and Saipa’s engine, gearbox, and axle production unit (Megamotor), along with submissions relayed through the Khorasan Razavi and Mazandaran provincial industry, mine, and trade departments.

Under the decision, the tariff codes listed in the attached table for raw materials and intermediate parts are added to the percentage clearance list, allowing eligible goods to be released from customs ahead of full foreign currency allocation, subject to compliance with other applicable rules and regulations and for as long as the approving authority’s validity period for percentage clearance of the listed codes remains in effect.

Manufacturers and importers of the affected vehicle, motorcycle, and bicycle intermediate parts and raw materials should confirm whether their tariff codes appear on the updated list and coordinate with customs and banking channels accordingly, since the percentage clearance facility applies only to the specific codes identified and remains subject to the validity period set by the competent authority.
