The Export and Import Regulations Office of Iran’s Trade Promotion Organization, under the Ministry of Industry, Mine and Trade, has approved the import of raw materials related to the petrochemical and polymer sector through the kolbari (border porterage) and malvani (small-boat border trade) procedures, in accordance with an attached tariff list.

The decision references item 6 of the resolutions adopted at the 15th session of the working group formed under Article 4 of the Law on Organizing and Supervising Border Trade (Kolbari and Malvani) and Creating Sustainable Employment for Border Residents, held on May 6, 2026. It also follows an earlier communication from the Deputy for General Industries, dated May 5, 2026, regarding the import of raw materials connected to the petrochemical and polymer sector under these border trade procedures.

The attached list of approved tariff codes covers a range of petrochemical and polymer raw materials, including nitric acid, butadiene and isoprene, styrene, toluene diisocyanate (TDI), methylene diphenyl diisocyanate (MDI), several grades of polyethylene and polypropylene resins for pipe, film, and textile applications, polystyrene grades including impact-resistant and fire-resistant types, acrylonitrile butadiene styrene (ABS) copolymers, polyvinyl chloride (PVC) suspension and emulsion grades, and various grades of latex and butadiene rubber (BR).

The 15th working group session, chaired by the Deputy Minister and President of the Trade Promotion Organization of Iran, also addressed broader aspects of the kolbari and malvani border trade system, including provincial quota planning, minimum cargo value determination, import quota allocation, and the list of vessels and border markets authorized to participate in these procedures. Businesses and border traders seeking to import petrochemical or polymer raw materials under this arrangement should confirm that their specific tariff code appears on the approved list and should coordinate with the relevant provincial trade development authorities regarding quota and procedural requirements.
