Phytosanitary Certificates for Mazandaran Citrus Exports

Iran Customs has been notified that phytosanitary certificates of origin may now be issued in Mazandaran Province for export shipments of citrus fruit produced there, provided the shipments are declared at a customs office within that province.

The Export and Import Regulations Office of the Trade Promotion Organization of Iran has notified Iran Customs that phytosanitary certificates of origin may be issued within Mazandaran Province for export shipments of citrus fruit produced in that province. The notice follows correspondence from the Plant Protection Organization, which forwarded a request from the Mazandaran Province Plant Protection Management office regarding the feasibility of issuing origin phytosanitary certificates locally for citrus export consignments.

The arrangement is conditional: it applies only where the export shipment has been declared at one of the customs offices operating within Mazandaran Province. This follows earlier correspondence noting that citrus products from the province are exported to various countries, particularly CIS states and neighboring countries, but that oversight of these exports has at times been insufficient, leading in some cases to the export of substandard or prematurely harvested produce and a resulting loss of confidence and reduced demand for the province’s products. Requiring an origin quarantine certificate from Mazandaran for citrus shipments exported to all destination countries is intended to support improved quality and process oversight, consistent with Iran’s obligations under the International Plant Protection Convention ratified by the Islamic Consultative Assembly.

Exporters of Mazandaran-origin citrus and the relevant customs offices in the province should ensure export shipments are declared at a customs office within Mazandaran in order to obtain the origin phytosanitary certificate locally.
