Preferential Exchange Rate Confirmed for Basic Goods Through 1404

Iran's Cabinet has confirmed that the customs valuation base for basic goods and livestock feed inputs (except wheat) will continue to be calculated using the unified preferential exchange rate under Clause Kh of Note 2 of the 2025 Budget Law through the end of fiscal year 1404, following an earlier change to a market-based rate for other priority goods.

Iran’s Trade Promotion Organization has notified the Director General of the Import Office of Iran Customs of Cabinet Resolution No. 184106/T65279H, dated February 5, 2026, confirming that the preferential exchange rate continues to serve as the basis for calculating customs value for livestock feed inputs and basic goods, with the exception of wheat.

The notice follows earlier correspondence (No. 7010120 of February 12, 2026) that had informed Customs of a change in the exchange-rate basis for computing import duties on livestock feed inputs and 21 priority essential goods (excluding wheat), citing Cabinet Resolution No. 172076/T65236H of December 31, 2025 on the Regulation for Guaranteeing Food Security and Improving Public Livelihood. That earlier notice explained that, due to a change in the priority goods group from 21 to 22 items under Clause Zad of Note 1 of the 2025 Budget Law, the relevant import duty for these goods would be calculated based on the average exchange rate at the Gold and Currency Exchange Center for the month of Esfand 1403 (mid-February to mid-March 2025).

The present resolution, communicated under Clause 4 of Cabinet Resolution No. 184106/T65279H of February 5, 2026 on guaranteeing food security and improving public livelihood, confirms that it remains necessary for the exchange rate basis for computing customs value of livestock feed inputs and basic goods to continue to be calculated on the basis of the unified preferential exchange rate specified under Clause Kh of Note 2 of the 2025 national Budget Law through the end of fiscal year 1404 (mid-March 2026).
