Product ID Required for 15 Textiles and Leather Tariff Codes

The Ministry of Industry, Mine and Trade, through the Trade Promotion Organization’s Export and Import Regulations Office, has notified Iran Customs that obtaining a product identification code (“shenaseh kala”) is now mandatory at the time of import order registration for 15 tariff codes associated with the Textiles, Apparel, Leather and Cellulose Industries Office and one further code associated with the Manufacturing Equipment and Machinery Industries Office.

The requirement follows correspondence from the Logistics and Trade Services Office, based on the requirement to obtain a product ID at order registration for tariff code 5210.0090 (associated with the Textiles, Apparel, Leather and Cellulose Industries Office) and 15 tariff codes associated with the Manufacturing Equipment and Machinery Industries Office, taking into account considerations set out in the underlying correspondence. Consistent with articles 24 and 30 of the executive bylaws of the Law on Continuous Improvement of the Business Environment, the required rule change is applied in the Comprehensive Trade System one month after publication in the laws and regulations database (qavanin.ir) related to the business environment.

A related notice further specified that, given the necessity and importance of following up on actions taken by specialized offices regarding the product ID requirement at order registration, and further to the emphasis of the Article 90 Commission of the Islamic Consultative Assembly (Parliament), preparations should be made to condition order registration on obtaining the product ID for items announced by the Textiles, Apparel, Leather and Cellulose Industries Office, effective for tariff code 5210.0090. It was also noted that, because the requirement corresponds to product ID, IRC, and IVC codes, pending establishment of the web service connection between the relevant systems for the affected tariff line, the requirement would not apply to items covered under Ministry of Health and Ministry of Agriculture Jihad licensing until further notice.

Importers of goods under these tariff codes should obtain the required product identification code before registering import orders once the one-month grace period following publication has elapsed, and should monitor the Comprehensive Trade System for implementation confirmation.
