The Ministry of Industry, Mine and Trade, through the Trade Promotion Organization’s Export and Import Regulations Office, has notified Iran Customs that obtaining a product identification code (“shenaseh kala”) is now mandatory at the time of import order registration for 7 tariff codes associated with the Textiles, Apparel, Leather, and Cellulose Industries Office.

The requirement follows correspondence from the Logistics and Trade Services Office, citing the importance of pursuing measures taken by specialized offices to condition order registration on obtaining a product ID, per the emphasis of Parliament’s Article 90 Commission. The affected tariff codes, as identified by the Textiles, Apparel, Leather, and Cellulose Industries Office, are 4418.9000, 8402.1090, 8402.2200, 8402.4600, 8409.8000, and 8432.9010, plus a related code 8402.9000; where these codes are also subject to Ministry of Health or Ministry of Agricultural Jihad permit requirements, the product ID requirement is to take effect only once a web-service connection between the relevant systems has been established, and until then the requirement does not apply to those particular cases.

The notice cites articles 24 and 30 of the executive bylaws of the Law on Continuous Improvement of the Business Environment as the basis for changes to import and export rules, specifying that, consistent with those bylaws, the requirement becomes mandatory one month after publication in the laws and regulations database (qavanin.ir), after which the rule change is to be applied in the Comprehensive Trade System in accordance with the referenced bylaws. The Trade Development Deputy’s office requested that necessary notice be given to importers and manufacturers of the affected products.

Importers of goods under the affected tariff codes should obtain the required product identification code before registering import orders once the one-month grace period following publication has elapsed, and should monitor the Comprehensive Trade System for confirmation of implementation, noting that codes also subject to Health or Agricultural Jihad ministry permits remain exempt from the product ID condition until the relevant systems are connected.
