The Deputy Minister and Head of the Trade Promotion Organization of Iran has notified provincial directors general of industry, mine and trade across the country that, following implementation of Clause 12 of Article 10 of the Executive Regulation on Export and Import Regulations, provincial offices are now authorized to collect bank guarantee letters submitted by exporters seeking an increase in their export ceiling.
The notice communicates an executive instruction (No. 4496834 of January 27, 2026) issued by senior Ministry officials, setting out the conditions for obtaining, returning, and forfeiting these guarantee letters, along with the procedure for implementing the requirement. Provincial industry, mine and trade departments are to apply this procedure starting February 20, 2026.
Under the general conditions for accepting a guarantee letter, the return-of-export-currency amount corresponding to the guarantee must exceed the legally required minimum applicable at the time the guarantee amount is calculated; each exporter may hold only one active guarantee letter in the system at a time; the guarantee letter’s maturity is set at 12 months; the guarantee must be issued in favor of the relevant provincial industry, mine and trade department; and the guarantee type must be a performance guarantee, issued for an increase in export obligations (in the applicant’s name, national ID number, and legal or natural person status) corresponding to a specified increase in the export ceiling, denominated in US dollars unless the applicant requests otherwise.
To obtain a guarantee letter, the applicant first consults the ranking system to view the appropriate guarantee amount under the “Export Guarantee Letter” section, then registers a request in the system if they wish to proceed, and must deliver the original guarantee letter to the relevant provincial department within two weeks of registering the request in order to complete the formalities. Provincial trade offices verify the guarantee letter’s authenticity, either through the issuing bank or fund’s online portal or via formal correspondence with the bank or fund, match the amount to the registered request, and upon confirmation update the request status in the system, after which the applicant’s export ceiling is increased accordingly; the original guarantee letter is separately delivered to the provincial department’s accounting and finance office for recording. If an applicant does not renew or cancel a guarantee letter within two weeks of its expiry, the provincial department is required to assess whether to forfeit all or part of the guarantee amount in the ranking system, in coordination with the department’s accountable officer, and to notify exporters in advance of related announcements so they can fulfill their maximum obligations. Where an applicant requests cancellation of their own guarantee letter, the provincial department must likewise assess forfeiture before proceeding with cancellation. A dedicated menu for calculation and requests related to export guarantee letters has been created in the integrated credit-scoring and rating system operated by the Ministry’s ICT center and made available to provincial departments; any ambiguity in implementation is to be raised with the Export and Import Regulations Office during the remaining period before the rule takes effect.
