Iran’s Trade Promotion Organization, through its Export and Import Regulations Office, has notified Iran Customs of mandatory quarantine conditions for the import of seedlings of aglaonema, homalomena, portulacaria, rhapis palm, kentia palm, red wax palm, and calathea from Thailand, following a risk analysis that placed these products in the high phytosanitary quarantine risk category.
The notice follows correspondence from the Ministry of Agricultural Jihad’s Trade Regulations Drafting Office, which forwarded a communication from the Plant Protection Organization regarding quarantine conditions for importing “aglaonema seedlings” and “homalomena, portulacaria, and rhapis palm seedlings” from Thailand under tariff code 06029030, and “kentia palm, red wax palm, and calathea plant seedlings” from Thailand under tariff code 06029090. The Plant Protection Organization’s assessment found that, based on the risk analysis performed, imports of these products from Thailand carry a high quarantine risk.
As a result, importing these seedlings is conditioned on obtaining a case-by-case phytosanitary quarantine permit from the Plant Protection Organization and complying with the quarantine conditions specified in that permit, as well as inspection and review by plant quarantine experts at the port of entry and the clearing customs office. Import case files for these products must be referred to the Plant Protection Organization at both the order registration stage and the customs clearance stage.
Importers and traders handling aglaonema, homalomena, portulacaria, rhapis palm, kentia palm, red wax palm, or calathea seedlings sourced from Thailand under tariff codes 06029030 and 06029090 should secure the required Plant Protection Organization permit before registering an import order and should be prepared for inspection at both the order registration and customs clearance stages.
