Quarantine Conditions for Tulip and Hyacinth Bulb Imports

Iran Customs has been notified of quarantine conditions for importing ornamental flower bulbs, including tulip and hyacinth, under tariff code 0601.2010, which is classified as high quarantine risk and requires a case-by-case permit at both order registration and clearance.

The Export and Import Regulations Office of the Trade Promotion Organization of Iran has forwarded to Iran Customs a notice from the Ministry of Agricultural Jihad’s Trade Regulations Drafting Office and the Plant Protection Organization setting out quarantine conditions for importing ornamental flower bulbs, including gladiolus, lilium, tulip, hyacinth, and similar bulbs, under tariff code 0601.2010.

According to the notice, ornamental flower bulbs under this tariff code carry high quarantine risk and their import is conditional on obtaining a case-by-case quarantine permit from the Plant Protection Organization, in compliance with the quarantine conditions specified in the notice from the Ministry of Agricultural Jihad’s Trade Regulations Drafting Office. Iran Customs has been instructed to arrange for the order registration process and the clearance-permit process for goods under tariff code 0601.2010 to both be linked to the Plant Protection Organization’s review.

The clarification follows a separate matter raised by an importer that had been registering orders under a different tariff code (0601.1090, covering other bulbs in vegetative dormancy) while the Export and Import Regulations Book specifically designates tariff code 0601.2010 for bulbs in vegetative dormancy such as gladiolus, lilium, tulip, and hyacinth; customs offices apply tariff classification, duties, and charges according to that designation.

Importers of tulip, hyacinth, gladiolus, lilium, and similar ornamental flower bulbs should ensure order registration and clearance requests are filed under tariff code 0601.2010 and obtain the required case-by-case quarantine permit from the Plant Protection Organization at both the order registration and clearance stages.
