Raw and Semi-Raw Mineral and Petrochemical Products List Set
Iran's Cabinet of Ministers has designated a list of mineral, metallic and non-metallic materials and products, and petroleum, gas, and petrochemical products in raw and semi-raw form, under clause (p) of Article 9 of the Seventh Five-Year Development Plan Law.

The Cabinet of Ministers, at its session of November 16, 2025, approved on the proposal of the Ministry of Industry, Mine and Trade, in cooperation with the Vice Presidency for Science, Technology and Knowledge-Based Economy, a list of all mineral, metallic and non-metallic industrial materials and products, and petroleum, gas, and petrochemical products, in raw and semi-raw form, as set out in the attached table. The designation was adopted under clause (p) of Article 9 of the Law on the Seventh Five-Year Development Plan of the Islamic Republic of Iran, and the resolution bears the official seal of the Cabinet Secretariat.
The Ministry of Industry, Mine and Trade, through the Trade Promotion Organization’s Export and Import Regulations Office, subsequently communicated the resolution to Iran Customs for implementation. The attached table lists tariff codes and descriptions of the mineral, metal, petroleum, gas, and petrochemical items designated as raw or semi-raw materials and products under this classification, covering categories that include various forms of mineral ores, clays, limestone and cement products, and related raw industrial materials, among others itemized in the annexed schedule.
Businesses involved in the production, import, or order registration of goods that may fall under this raw/semi-raw materials classification should consult the full annexed tariff schedule to confirm whether their goods are covered, since the designation affects order registration treatment for the listed items.
