Iran’s Ministry of Industry, Mine and Trade has communicated the passenger accompanying-goods quota for the second quarter of the Iranian year 1405 to the country’s free trade-industrial zones. The notice was issued to the Customs Administration of the Islamic Republic of Iran for implementation at the relevant customs offices.
The quota was determined by a working group established under Cabinet Resolution No. 96531/T19945H, dated March 12, 2018, and composed of representatives from the Ministry of Industry, Mine and Trade, the Ministry of Agriculture Jihad, the Ministry of Economic Affairs and Finance (Iran Customs), and a representative of the Central Bank of the Islamic Republic of Iran, under the responsibility of the Secretariat of the Supreme Council of Free Trade-Industrial Zones. The working group’s decision was recorded in minutes dated July 5, 2026, setting the quota and the list of goods eligible as passenger accompanying items for the second quarter of 1405 (covering the months of Tir through the end of Shahrivar in the current Iranian year).
Under the notice, each of the seven free trade-industrial zones was assigned a separate quota, expressed in U.S. dollars, for the total value of goods that passengers may bring in as accompanying baggage during the quarter, with a sub-allocation earmarked specifically for clothing items within each zone’s overall quota. The remaining quota for the second half of the Iranian year is to be determined later based on a review of import volumes, statistical registration data, and reports received from the relevant systems, and will be allocated among the free trade-industrial zones accordingly.
The measure is administrative in nature and is intended to regulate the volume and composition of goods entering through passenger channels at the free trade-industrial zones during the quarter. Customs offices and personnel handling passenger traffic at these zones should apply the quota in accordance with the working group’s determination, and businesses and individuals involved in cross-border passenger trade should confirm the applicable per-zone limits with the relevant customs office before relying on this allowance.
