The Import and Export Regulations Office of the Trade Development Organization of Iran has communicated the resolutions adopted at the sixteenth session of the working group established under Article 4 of the Law on Organizing and Supervising Border Trade (Koolbari and Sailor Trade) and Creating Sustainable Employment for Border Residents.

The working group’s mandate is set out in Article 4 of the border trade law and its implementing bylaw, and the group is required to meet with the participation of the ministers and heads of member organizations, or their deputies. The sixteenth session was held at the Trade Development Organization of Iran, and its resolutions were formally communicated in this circular.

The session addressed several matters connected to the operation of the koolbari (porter-based border trade) and sailor trade regimes, including a review of a proposed decision to remove certain household appliance items from the list of goods permitted under these regimes, rules governing the disposal of vessels, arrangements for replacing sunken or burned vessels, the possibility of allowing sailor-trade imports originating from Kish Island, and implementation matters under Articles 8 and 9 of the border trade bylaw. The working group also considered issues related to obtaining after-sales service (warranty) documentation for imported goods and reviewed several additional proposals submitted by border cooperative companies and other stakeholders.

Organizations and border trade participants involved in koolbari and sailor trade operations should coordinate with the relevant provincial industry, mine, and trade departments and customs authorities regarding the practical implementation of these resolutions, as further operational instructions are expected to follow through standard channels.
