Iran’s Trade Promotion Organization has notified the Islamic Republic of Iran Customs Administration that sugar exports have been approved as conditionally permitted under three tariff codes, clearing the way for shipments to proceed subject to case-by-case authorization.
The notice, issued by the Export and Import Regulations Bureau on July 26, 2026, forwards a July 30, 2025 letter from the Deputy Minister for Business Development at the Ministry of Agriculture Jihad, who confirmed that the Ministry agrees to sugar exports under tariff codes 17019910, 17019900, and 17029090 on a conditionally permitted basis. The Ministry’s approval followed the decisions of the nineteenth session of the Food Security and Agricultural Market Regulation Working Group, which had reviewed the status of sugar exports along with broader agricultural market conditions.
Under the notice, customs offices are instructed to clear shipments under these three tariff codes only after confirmation is entered into the customs affairs system (EPL) by the Ministry of Agriculture Jihad’s designated representative, and to report the results of implementation back to the Ministry’s Business Development Deputy. The working group’s session record notes that sugar exports in recent years have been limited to target markets in order to preserve existing markets, protect export capacity already built up, and prevent the resulting sugar shortfall for domestic producers or unwarranted price increases in the domestic market; it also directed the relevant trade association to continue pursuing use of “temporary transit” arrangements for sugar exports to add value.
Exporters seeking to ship sugar under the covered tariff codes should coordinate clearance through the Ministry of Agriculture Jihad’s designated system representative and confirm current market-protection conditions with the Trade Promotion Organization before proceeding, since the permission is conditional rather than unrestricted.
