Tariff Code 48119030 Added to Percentage Clearance List

Iran’s Ministry of Industry, Mine and Trade has added tariff code 48119030, described as heat-sensitive (thermal) paper in roll form wider than 210 millimeters or in sheet form, to the percentage clearance list, allowing goods under this classification to be released from customs ahead of full foreign currency allocation.

The decision was issued by the Ministry’s General Industries Deputy following a request from Shibbardar Company, which cited an inability to obtain percentage clearance for goods under this tariff code. The company stated that it uses this material as a raw material and intermediate input on its production line and had registered the required import order for the goods, which remained pending currency allocation at the time of the request. Given the importance of facilitating raw material supply for manufacturing units, the Ministry instructed that the tariff code be reviewed and added to the list of raw materials and intermediate inputs used in the cellulose industries, and that the outcome be reported.

The Trade Development Organization’s Export and Import Regulations Office subsequently confirmed the addition and forwarded it to Iran Customs for implementation. Under the decision, goods classified under tariff code 48119030 will be subject to percentage clearance, in compliance with other relevant rules and regulations, until the validity period set by the competent approving authority expires, which runs through the end of the Iranian month of Aban 1404.

Importers and manufacturers using thermal paper under this classification as a production input should confirm that their shipments meet the described specifications and coordinate with customs and banking channels to apply the percentage clearance mechanism within the stated validity period.
