Dairy Starter Cultures Added to Percentage Clearance List

Iran's Trade Promotion Organization has added tariff code 30024990 (Other), specifically covering dairy starter cultures, to the percentage clearance list, allowing eligible importers to clear the item on a percentage basis until the end of Aban 1404 (late November 2025).

Iran’s Trade Promotion Organization, through its Office of Export and Import Regulations, has notified the Islamic Republic of Iran Customs Administration that tariff code 30024990, described as “Other” and applicable specifically to dairy starters (starter cultures), has been added to the list of goods eligible for percentage-based clearance.

The addition follows a request from the Deputy Minister for General Industries, conveyed to the Trade Promotion Organization, based on a request from the Iranian Dairy Industries Association describing supply difficulties for dairy starter cultures. The association explained that starter cultures play a key role in producing dairy products such as yogurt, doogh, and cheese, and that delays in timely supply of this important and essential input risk halting production lines at dairy factories, with knock-on effects on production and exports of the affected items. Arman Farasoo Sanat Bita Company had raised the specific supply issue in a request dated July 9, 2025.

Under the notification, percentage clearance for the tariff code will remain available until the competent authority’s approval for percentage clearance of the code expires, and importers must continue to observe all other applicable rules and regulations for the item to remain eligible. A related instruction specifies that the arrangement for this tariff code applies until the end of the Iranian month of Aban 1404 (corresponding to late November 2025).

Importers of dairy starter cultures under tariff code 30024990 should confirm with Iran Customs that the shipment qualifies as “Other” and is specifically related to dairy starter cultures, and should be aware that percentage clearance eligibility for this code is time-limited pending further approval.
