Tariff Codes 96082000, 96081020 Added to Percentage Clearance List

Iran’s Ministry of Industry, Mine and Trade has added two writing instrument tariff codes to the percentage clearance list, allowing goods under these classifications to be released from customs ahead of full foreign currency allocation. The addition covers tariff code 96082000, described as pens and markers with felt tips and other porous tips, and tariff code 96081020, described as ballpoint pens.

The decision was issued by the Export and Import Regulations Office of the Trade Promotion Organization of Iran, following a request from the Guild Association of Stationery Manufacturing Employers. The Ministry’s Deputy for General Industries noted that, given the need to regulate the domestic stationery market during the period from late Mordad to the end of Aban each year, which coincides with the start of the new school year, the association had requested clearance of the raw materials and finished goods required during this window, whether already held in the country’s customs offices or being imported.

Under the decision, the two tariff codes are added to the list of tariffs eligible for percentage clearance, solely through the end of Aban month of the current Iranian year (1404), corresponding to approximately late November 2025, and subject to compliance with other applicable rules and regulations.

Importers of felt-tip markers, porous-tip pens, and ballpoint pens should confirm that their shipments fall under tariff code 96082000 or 96081020 and coordinate with customs and banking channels to use the percentage clearance mechanism before the stated deadline.
