The Ministry of Industry, Mine and Trade has forwarded to the Islamic Republic of Iran Customs Administration the foreign currency quotas for passenger-accompanied goods applicable to the country’s free trade-industrial and special economic zones for the third quarter of 1404 (covering roughly October through December 2025).
The quotas were determined by the Passenger Goods Quota and List Working Group, a body comprising representatives of the Ministries of Industry, Mine and Trade, Agricultural Jihad, and Economic Affairs and Finance (including Iran Customs), along with a representative of the Central Bank of Iran, operating under the responsibility of the Secretariat of the Supreme Council of Free Trade-Industrial and Special Economic Zones, pursuant to Cabinet Resolution No. 3569/T51194H dated April 10, 2018. The working group’s decisions were communicated by the Secretariat of the Supreme Council of Free Zones to the Ministry’s Export and Import Regulations Office, which in turn forwarded them to Iran Customs for implementation, with a reminder that statistical registration is mandatory for imports of the listed items.
Following its meeting on September 13, 2025, and taking into account proposals from the zone authorities as well as current-year and prior-year performance, the working group set the following total passenger-accompanied goods quotas, with a specified portion allocated to clothing, for the third quarter of 1404:
- Kish Free Zone — total quota of USD 24.5 million, of which USD 3 million is allocated to clothing
- Chabahar Free Zone — total quota of USD 27.5 million, of which USD 1 million is allocated to clothing
- Qeshm Free Zone — total quota of USD 21.5 million, of which USD 13 million is allocated to clothing
- Aras Free Zone — total quota of USD 32.5 million, of which USD 4 million is allocated to clothing
- Anzali Free Zone — total quota of USD 16.5 million, of which USD 4 million is allocated to clothing
- Arvand Free Zone — total quota of USD 14.5 million, of which USD 8 million is allocated to clothing
- Maku Free Zone — total quota of USD 9 million, of which USD 3.6 million is allocated to clothing
These quotas apply for the period from the start of Mehr through the end of Azar 1404 (approximately late September through late December 2025). Customs offices were instructed to implement the quotas accordingly, and statistical registration was confirmed as a mandatory requirement for imports of the listed passenger-accompanied goods.
