The Cabinet of Ministers has approved executive regulations under Clause (p) of Article 59 of the Seventh Five-Year Development Plan Law governing the import of buses and road tractors, and the Ministry of Industry, Mine and Trade has directed system activation of identification codes for imported tractor units with 2015-2024 model years, bearing the Volvo, Renault, DAF, Mercedes-Benz, Scania, and MAN brands.

Iran’s Trade Promotion Organization has notified the Center for Innovation and Intelligent and Secure Systems, the Office of Logistics and Commercial Services, and Iran Customs of the requirement to activate, within the relevant system, identification codes for imported road tractors under Clause (p) of Article 59 of the Country’s Seventh Five-Year Development Plan Law.
The notification cites Cabinet approval letter No. 188064/t63393h, dated March 5, 2025, which adopted the executive regulation implementing Clause (p) of Article 59 of the Seventh Development Plan Law, governing the import of buses and road tractors. Under that regulation, the Ministry of Industry, Mine and Trade, in coordination with the Roads Maintenance and Transportation Organization, registers orders and issues import permits for vehicles less than ten years old, based on annually determined needs and a defined ceiling. Applicants must first register a scrapped vehicle they own (with valid ownership documents) in the fleet renewal system before requesting an import registration permit; ownership verification for registered scrapped vehicles is issued by the Traffic Police. Vehicle owners must submit a commitment to scrap the vehicle to the ministry (Iran Industrial Renovation and Development Organization), and import registration permits are issued only after confirmation from the system. Registered vehicles do not enter the scrapping process until the imported vehicle is cleared; if the requested import does not proceed, withdrawal from the plan remains possible. Numbering of imported buses and tractors is conditional on presenting a scrap certificate for a bus or tractor introduced with more than twenty-five years of service. Imported vehicles are subject to a commercial profit discount based on age, in addition to any discounts and incentives available under other laws and regulations, and the required foreign exchange resources are to be supplied in line with Central Bank of Iran currency regulations, including export proceeds, confirmed foreign investment, and other approved sources.
Following this Cabinet approval, and a subsequent request from the Deputy for Trade Development citing a network of after-sales service providers for the Volvo, Renault, DAF, Mercedes-Benz, Scania, and MAN brands, the Trade Promotion Organization instructed that identification codes for tractors with model years 2015 through 2024 bearing these six brands be activated in the system, so that applicants can complete the case-registration process in the Comprehensive Trade System’s permit-issuance section without needing to submit a separate referral to that office.
Importers of road tractors under these six brands and model years should confirm their eligibility, including the ten-year age limit, vehicle scrapping commitment, and standards requirements set out in the executive regulation, before initiating an import registration case in the Comprehensive Trade System.
