Iran’s Ministry of Industry, Mine and Trade has communicated the resolutions adopted at the 12th and 13th sessions of the working group formed under Article 4 of the Law on Organizing and Supervising Border Trade (Kolbari and Malvani) and Creating Sustainable Employment for Border Residents. The sessions were held on January 10 and January 13, 2026, at the Trade Development Organization of Iran, chaired by Dr. Dehghan Dehnavi, with the resolutions issued in accordance with the executive regulation of the law.
The transmittal letter was addressed to the Minister of Intelligence, the Minister of Interior, the Minister of Roads and Urban Development, the Minister of Economic Affairs and Finance, the Vice President and Head of the Plan and Budget Organization, and the President’s Special Representative at the Central Headquarters for Combating Smuggling of Goods and Currency, underscoring that under Article 4 of the law, working group sessions are required to be attended by the ministers and heads of member organizations or their deputies, since attendance by lower-level delegates slows the communication of resolutions and can raise legal complications.
The resolutions themselves cover a range of border trade administration matters within the scope of the law and its executive regulation, including adjustments to commercial profit rates and import quotas applicable to kolbari (cross-border portage) and malvani (cross-border boatage) goods, the allocation of malvani quotas for the second year of the law’s implementation, calculation of the currency conversion rate for tariff-basis pricing and import quotas, provisions concerning goods moving beyond designated border limits, currency-source rules, review of objections raised by parties subject to Articles 9 and 10 of the executive regulation, additions to the list of currency-free import items for kolbari and malvani goods, eligibility criteria for the malvani procedure, support measures for border-region guilds and businesses, and follow-up on implementation of Article 13 of the executive regulation concerning informal border markets. The resolutions were forwarded to the relevant ministries, the Central Bank, and provincial industry, mine and trade departments for awareness and implementation as applicable.
