Iran’s Ministry of Industry, Mine and Trade has forwarded to the Islamic Republic of Iran Customs Administration an updated list of items subject to the half-per-thousand waste management fee, as required under Article 12 of the executive bylaw of the Waste Management Law.

The update was prompted by a submission from the Department of Environment’s Waste Management Office, which forwarded a proposed breakdown of production-related and import-related goods subject to the fee, together with their corresponding HS and tariff codes, for review and implementation. The Ministry’s Export and Import Regulations Office subsequently instructed customs to apply the updated classification.

The list itself is organized by tariff chapter and covers a broad range of goods, spanning mineral products such as clays, marble and travertine, limestone, gypsum, cement, and related building materials (Chapters 25, 27, and 34); rubber goods and wood products, including wood-based boards, packing cases, pallets, and wooden ornamental items (Chapters 40, 44, and 66); stone, plaster, cement, and ceramic articles, along with glass and glassware (Chapters 68 and 69); and a wide range of manufactured goods under later chapters, including base metals and articles of iron or steel, cutlery, machinery and electrical equipment, recording and playback devices, rail and road vehicles and their parts, optical, photographic, and precision instruments, furniture and lighting fixtures, and miscellaneous manufactured articles such as buttons and pencils (Chapters 72, 82, 84, 85, 86, 87, 90, 94, 96, and others), as well as artworks, antiques, and disassembled parts for road-construction machinery, vehicles, and historic motor vehicles.

Importers and domestic manufacturers whose products fall under the listed tariff headings should expect the half-per-thousand waste management fee to apply on the relevant customs value of the goods, and should confirm the specific tariff codes applicable to their products with the customs authorities or the Ministry’s Export and Import Regulations Office.
