Used Truck and Tractor Import Approval for 2019+ Models

The Export and Import Regulations Office of the Trade Promotion Organization of Iran has notified Iran Customs of Cabinet Resolution No. 86508/T64520H, dated Shahrivar 4, 1404 (August 26, 2025), approved by the Council of Ministers at its session of Mordad 26, 1404 (August 17, 2025) on the proposal of the Ministry of Industry, Mine and Trade (letter No. 5665613 dated Tir 20, 1404), under Article 138 of the Constitution of the Islamic Republic of Iran.

The resolution permits the import of used trucks and road tractors with a model year of 2019 or later that were present in Turkey by the end of 1403, according to a list to be issued under the resolution’s note, within a maximum of six months from the date of notification. These vehicles may enter Iran through customs entry points (customs premises or free trade-industrial and special economic zones) without observing notes (1) and (2) of Article 2 of Resolution No. 176538/T68765H dated Tir 24, 1403 (the executive bylaw of Article 11 of the Automotive Industry Organization Law), subject to conditions including compliance with fuel allocation and mileage rules under the executive bylaw of clause (b), note (2) of Article 46 of the Seventh Five-Year Development Plan Law (Resolution No. 3 dated 1403). A list of the vehicle identification numbers (VINs) of trucks and tractors covered by this resolution will be communicated separately to the Cabinet Office. The resolution also addresses funding for used trucks and tractors from the executive bylaw of Article 11 of the Automotive Industry Organization Law, and clearance of the covered used trucks and tractors is exempted from the requirement, under Article 5 of the executive bylaw of the Import and Export Regulations Law, that order registration date precede the date of entry into the country.

Customs offices, importers, and vehicle owners with used trucks and road tractors from model year 2019 onward that were present in Turkey by the end of 1403 should coordinate with Iran Customs and the Automotive Industry Organization Sazmandehi program regarding the applicable list, timeline, and clearance conditions under this resolution.
