Iran’s Ministry of Industry, Mine and Trade has instructed customs authorities to add a new group of tariff codes covering disassembled motor vehicle components to the list of goods eligible for partial, or percentage-based, customs clearance.

The instruction was issued through the Trade Development Organization of Iran’s Office of Export and Import Regulations, following an earlier request from the ministry’s Deputy for Machinery and Equipment Industries. That request cited the need to preserve production stability and reduce the risk of accumulated stockpiles of various types of vehicles at operational customs points, and referenced coordination with the Inspection Organization of Iran on activating partial-clearance provisions for tariff codes in Chapter 98.

Under the measure, an accompanying list of tariff codes for disassembled vehicle components, primarily classified under heading 9887, will become eligible for partial clearance. The listed codes distinguish components by their percentage of domestic manufacturing content, covering a range of vehicle categories including buses, minibuses, vans, and other motor vehicles, as well as related parts such as elevator gearless drive systems, motors, pulleys, and brakes classified under a separate tariff code.

Customs offices are expected to apply the partial clearance framework to the newly listed tariff codes in accordance with existing rules and regulations. Businesses importing disassembled vehicle components under the affected tariff headings should confirm the applicable clearance percentage for their specific codes with the relevant customs authorities before proceeding with import formalities.
